Its the ability for the HCM4 to display more easily understood 
money value instead of the usual kWH value        

The HCM4 is progamable and either kWh or Monetary value can be set
the kWh cost is inserted at installation this can be altered at a
later date. Settings are secured by password protection

The HCM4 as the ability via a ZAPPER UNIT 
to reset its display to zero,at the end of a billing period.
